All of the gears are moving! It just LOOKS like the outer gears are stationary due to the stroboscopic effect. If you make a slight change to the sim frequency (change slightly above or below 60Hz), then you will see the outer gear move.

Also, another way to tel it is moving is the gear's texture! It keeps smoothening and sharpening!
