For one thing, your boat is much too light (it floats in the air like a helium balloon!). Select the boat, then go into "material" and increase the mass so that the boat becomes buoyant exactly how you want it. Then maybe the rest of the scene will work the way you want it to.

well could you try it out (arrow keys) oh and try to fix when it is under then make it go up without it filling again):D

I did try the arrow keys, and the propellers do turn. Now you can take it from here. I'm not going to fix the entire scene for you, so you are going to have to do some of the work. ;)
