There are a lot of ways to make something appear to hover. Searching for hovercraft brings up some very impressive technologies. To make what I think you mean by hover block, learn to hack the air friction of an object(lots of tutorials out there so I won't go into detail), give it some ludicrously high number, and then put an insanely strong directional controller on it and some stabilizers. If you're up for the challenge, there are much more elegant ways to produce a hovering affect, though.
