I think this is a bit simple (I think)
Killer: Blue
He just said that if he can just kill them then he would have done it already. So to make it a bit uneasy he asked me Navy to his dirty work.
Why Pastel isn't the killer: Just like what it says on the Special Clue; "Maybe now, PASTEL will be happy". Thus, it can't be her since the iller says that he/she hopes that Pastel is happy. I mean why would Pastel write herself in a note. C'mon.....
