I experimented with attraction and came up with this.

Move: < ^ v >
By moving around the big circle you'll realize you can't escape, nor touch the smaller circles.
They are following, yet keeping the distance from you. I used Negative, Positive, Linear and Quadratic attraction arranged in two layers.
