This is a commonly used device that either reduces or completely stops the spin of spacecraft. This can help stop the spin of a spacecraft so that reaction wheels dont need to be always spinning. This could save lots of electric power over a mission, which is best for interplanetary missions.

use 1 to despin, use 2 to detach arms.
