Because of ongoing tensions with China, Russia decides to create a NATO-like alliance with the UK, Germany, Spain, Portugal, France, Italy, Korea and Japan and it is called the "New Collective Security Treaty Organization" or "NCSTO" for short. Japan decides to give the Kuril Islands and their part of Sakhalin to Russia as well as China voluntarily giving Russia the lands of Outer Machuria and Tuva.
