The timeline is that Austria time travels to the past with a machine he stole from the US.
With the machine, he goes back in time to stop Germany from uniting and unite Germany by himself (which he succefully does) but gets half of Europe aganist him, the use of the time machine backfires on him as another nations from another universe travels to the very same timeline with the objetive to take over Europe.
Chaos starts going around back and forth and alliances form.
Germania coups France and takes over them, which forces both Austria and the rest of Europe to work together to kick Germania out (which is a nation far more advanced technologically from Servant Mappers series.
