It's left undefined because if it was 1, you can do this:
0*0 = 1*0
0/0 is now defined, so
0*0/0 = 1*0/0 is valid
This reduces to 0=1

I tried to calculate 0/0 on my calculator and it said "Math ERROR". It did not say 1, and it did not say "undefined". So, there!

Well my calculator said Cannot divide by zero zeros goes into 1
It also said 0/0 equals Result is undefined
