128 Asteroid have gotten into a orbit around a ice planet making a ring system but the asteroids have a tiny gravitational pull so the outer ones will form moons but the inner ones will not (because the are moving too fast and will get ripped apart by the planets gravity which is called the roche limit), see little moons form and collide and turn back into dust as they zoom around in orbits!
