Target Stabilizer:

The device will be stabilized to a desired angle.

bend: needs to be set to "true"
bendConstant: device's strength
bendTarget: desired angle

Damping Stabilizer:

The device's rotation will be damped.

autoBend: needs to be set to "true"
bendConstant: device's strength

The devices can only work because the circles' inertia multiplier is set to "+inf" so it's more of a cheat.
