Well, it's not a steampunk stuff as it can seem  . It is a Mars rover concept, with rocker-bogie suspension. There is a lockable differential on the bogie wheels, for better traction.
It was born from an idea for a differential. It isn't very good and not in scale. High differential weight is due to gear density requirements. 
Left/Right - drive
Down - release brakes
0 (numpad) - lock/unlock differential (when locked, can transmit more torque)
