I guess it kind of was since the first game which was set in 1989 had only two characters (Jacket and Biker) and as part of the story they were assassins for 50 Blessings, and the way they'd raid the Russian Mob was that they'd get encrypted calls telling them the locations of where they needed to go.

Since Hotline Miami 2 has parts set before and after the events of the first game, after the first game 50 Blessings was gone and the year was 1991.

They're certain characters known as "The Fans" they're four playable characters who're a group of vigilantes who believe Jacket was a hero instead of a murderer, and idolize him as such. They attempt to emulate his tactics in order to receive the same calls he used to receive.

In the Teaser Trailer for the game the Wrong Number Dial tone was played.

There's also a trailer titled Dial Tone but I guess it's not as creepy as the teaser.
