heres a tip, try not to use a ring for the tires, they will just run really unsmooth

for more balanced wheels, start off with a circle, the hold your LMB down over it then press ctrl, should create 2 circles, one behind the other...

then scale down the circle in front, giving you 2 circles, one inside the edge of the other, but perfectly in line!
