Actually, this is unfair. That's because 16th-9th were all eliminated in the first round, so all of them should be tied for 9th. In the second round, 8th-5th were eliminated in the same round, so they should be tied for 5th. In the third round, 4th and 3rd were eliminated both in the same round. Those two should be tied for 3rd. In the finals, the one who lost gets 2nd, and the winner gets first. The explanation I gave you makes the tournament fair.
