ur problem is that blue and yellow cyrcles have "no self collision" , make yellow one density 2 and friction about 5. delete water in suspension and make blue cyrcle's and wheel conection brake

can i use it in my scene?

you can make air friction mult 0, so it goes much faster

you also can change adhesion in script menu to make them glued together
