I think the problem is there are too many requirements, and too many limitations. In my opinion, this contest is much more complex and demanding than your battle boats contest, and you got only ONE entry for that one (ME!). If you end up getting only one contestent for this one, then maybe you'll have to reconsider the requirements, limitations, and overall complexity for future contests. Make them a little simpler and less demanding (but still challenging), and then you should get more contestents.
